1. INTRODUCTION

The Cinema and Heritage International Festival of Murcia is an annual meeting devoted both to the recovery of the cinematographic heritage as well as to the presentation of films dealing with the recovery, retoration, creation, awareness, interpretation and dissemination of those cultural elements (both tangible and intangible) related to the activity of man, understanding the film practice as one of the basic pillars in order to set the necessary link between heritage and society. In this sense, the Festival will promote, by means of all its resources, the conclusions derived from the UNESCO General Conference and their aim to contribute to the preservation of the Film Heritage by make the public aware about the meaning of this kind of cultural elements.

The Festival is organized by the Culture and Tourism Council of the Region of Murcia, through its public company Murcia Cultural S.A. The management is in charge of the Filmoteca Regional Francisco Rabal.


2. PARTICIPATION TERMS FOR THE OFFICIAL SECTION

1. Works admission and content

  1. The contest is open to the participation of documentary and fictional films of any nationality, shot after January, 1st 2009.
  2. There are not any limitations regarding length (they will be classified as short or long films according to it) or original language. Films with less than 45 minutes length will be considered short films.
  3. The official section contest is exclusively held for films whose issues deal with any of the aspects quoted in the above Introduction, related to the Cultural Heritage.
  4. Films can be submitted in any of the following official formats: 35mm, 16mm, BETACAM SP, BETACAM DIGITAL or DVD.
  5. Participating in this contest is compatible with other awards and subventions from public or private entities.
  6. Inscription is free of charge.

2. Presenting applications

  1. For the selection process, films will be submitted in DVD
  2. Deadline for applications is December, 1th 2010; A DVD copy of the film will be submitted to the Festival office before December, 15th 2010.
  3. Film applications will be carried out by the producers or directors owning the rights about the works they are presenting, through the festival website: www.filmotecamurcia.com. Furthermore, a copy of the film must be sent to the following postal address:

  4. Film copies must enclose the following DOCUMENTS:
    • A copy of the inscription confirmation, once the procedure indicated on the festival website has been carried out.
    • The director's curriculum vitae, a picture of him/her, 2 screenshots of the film and a brief sinopsis of the plot which will be included in the festival catalogue if the film is eventually selected.
  5. All expenses derived from the submission of works will be assumed by the participant.
  6. The Festival is not responsible for any damage suffered by the films during the delivery process.
  7. The Festival managemet will sent a film reception certification to the participants.

3. SELECTION

  1. The Festival management will appoint a Committee with the objective of carrying out a selection of the submitted works. It will be integrated by experts in the audiovisual and heritage areas.
  2. The above mentioned Committee will make a selection of works according to the quality and creativity criteria set for the Festival and shown in the Introduction to this terms.
  3. The Selecting Committee may suggest that any of the non selected works would take part in an informative section composed by recent works.
  4. When a work is selected, the participant will submit the work in any of the following official formats for exhibition: BETACAM SP, BETACAM DIGITAL, 35mm, 16mm or DVD.
  5. Official Section films will be exhibited in Spanish or in other languages with Spanish subtitles, so a subititled copy or a listing of the subtitles (for electronic subtitling) must be provided.
  6. The Festival will organize the public exhibition of the selected works and will not pay any exhibition rights for them.
  7. Once the reference has been included in the catalogue, a film can not be retired unilaterally.
  8. Submission expenses are assumed by the participant.
  9. The management is responsible for the work's insurance once it is received, as well as for the returning expenses after the festival celebration.
  10. The management will pay for the accommodation expenses for two representatives of the selected films who travel to Murcia in order to attend the Festival, up to two nights if residing in Spain or three nights if residing abroad.

4. JURY

  1. The Festival management will appoint an international jury and will designate its members among experts and professionals on cinema and heritage. The Jury's secretary will be appointed by the Festival management and will intervene in the discussions with no right to vote.
  2. The Jury's decissions are unappealable.

5. AWARDS

  1. Official Awards:
    • Main Award to the Best Long Film, worth 6,000 Euros.
    • Jury's Special Award, worth 5,000 Euros.
    • Main Award to the Best Short Film, worth 3,000 Euros.
    • Special Award to the Best Documentary Film about Exhibitions or Events, worth 2,000 Euros.
    • Special Award to the Best Documentary Film for Television or Serie, worth 2,000 Euros.
    • Popular Jury Award to the Best Film of the Festival, worth 1,000 Euros.

6. FILM HERITAGE SECTION

The Cinema and Heritage Festival will give these Film Heritage Awards every year. Then it will appoint an Assisting Committee integrated by renowned professionals who will choose, together with the Festival management, the individuals or institutions deserving these awards for their work in favour of the restoration, recovery and dissemination of our film heritage.
